APPLICANT REQUESTS THAT:

His DD Form 214, Certificate of Release or Discharge from Active 
Duty, block 28, Narrative Reason for Separation, be changed to 
reflect “Reduction in Force” at the convenience of the 
government. 


APPLICANT CONTENDS THAT:

His DD Form 214 is in error.  He separated under the FY07 Air 
Force “Force Shaping” initiative and Block 28 of his DD 214 does 
not reflect this fact.  

Based on the current reason listed, he was denied access to the 
Department of Veterans Affairs (DVA) Home Loan program.  This is 
unjust. 

In support of his request, the applicant provides copies of his 
DD Form 214, Certificate of Release or Discharge from Active 
Duty, AF Form 100, Request and Authorization for Separation, AF 
Form 973, Change of Administrative Order, Proof of Service 
Letter, dated 8 Dec 06, Separation Approval rip, dated 5 Sep 06 
and a Limited Active Duty Service Commitment (LADSC) Waiver 
Staff Summary Sheet, signed by his Wing Commander, dated 25 Jul 
06.

Exhibit A.


STATEMENT OF FACTS:

The applicant initially entered the Regular Air Force on 16 Feb 
05.

On 30 Dec 06, the applicant was honorably released from active 
duty and transferred to the Air Force Reserve for completion of 
his Military Service Obligation.  He was credited with 1 year, 
10 months, and 15 days of active service.  His DD Form 214 
reflects the narrative reason for separation as 
“Miscellaneous/General Reasons.” 

The remaining relevant facts pertaining to this application are 
contained in the memorandum prepared by the Air Force office of 
primary responsibility (OPR), which is attached at Exhibit C.    


AIR FORCE EVALUATION:

AFPC/DPSOR recommends denial indicating there is no evidence of 
an error or an injustice.  In accordance with Military Personnel 
Flight Memorandum (MPFM) 06-50, Air Force - Force Shaping 
Program FY07, dated 26 Jul 06, personnel who separate under the 
LADSC Waiver Program will do so under the miscellaneous 
provisions of AFI 36-3207, Separating Commissioned Officers, 
Chapter 2, paragraph 2.4.17.  Therefore, the Separation Program 
Designator (SPD) code of “FND” and the corresponding narrative 
reason for separation (Miscellaneous General Reasons) on his DD 
Form 214 are correct and in accordance with the Air Force 
guidelines and instructions.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 19 Sep 14 for review and comment within 30 days 
(Exhibit D).  As of this date, no response has been received by 
this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  We took 
notice of the applicant’s complete submission in judging the 
merits of the case; however, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
(OPR) and adopt its rationale as the basis for our conclusion 
the applicant has not been the victim of an error of injustice.  
Therefore, in the absence of evidence to the contrary, we find 
no basis to recommend granting the requested relief.



THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
